"english racer".  Branded as Oxford.

Clearly not a Raleigh build.  Maybe Phillips or Hercules.
Typical English 3 speed except for the rear hub.  A model I've never seen before.  No way Raleigh would use a knock off hub of their Sturmey Archer AW 3 speed.

Styria 3 Gang.
Appears to have a date code of "4".
So I'm guessing 1964.

Years ago I read that Sturmey Archer let their patents lapse, some time around 1959 or 1960.  There were clones made in Austria by or for Styer.  Some were labled "Made in Austria" or "JC Higgins" for the Sears bikes.  I've see some ~1960 Schwinns with the Austrian 3 speed hubs.  This Styria has the raised ribs similar to the JC Higgins hubs.

Raleigh made bikes in a few different countries and that one most likely was made in Netherlands or Germany by a Raleigh owned company. Derby came later in Europe after Raleigh began to sell off assets. That bike has the look of a Raleigh Sports

Suggested that the rear wheel is not stock. There is a blip in the front rim that hits the brakes hard when using the brakes. So maybe the original rear wheel was wrecked even worse.  I'll be checking more details. The other oddity is the fenders are round shaped. Most Raleigh fenders have ridges.  So maybe the fenders have been replaced too. They look like the have been painted differently.  There are no marks or decals on the fenders.
